Coquitlam passes call for pesticide ban on to feds

What started as a municipal issue is now entering the federal arena, much to the dismay of some council and gallery members at Monday's Coquitlam city council meeting.
A notice of motion instigated by Councillor Lou Sekora passed unanimously Monday. It calls on « the federal and provincial governments to ban all pesticides and other chemicals deemed to be unsafe by federal government scientists. »
However, an amended clause at the end of the motion that reads « or pose any risk to human or environmental health » has Mayor Richard Stewart questioning the scope and validity of the motion.
« It's a little bit ridiculous, » he said. « The amendment is why I think local councils ought to not weigh into this kind of stuff. Do we now ban Pepsi or beer ? »
Monday's discussion was precipitated by two delegations speaking in favour of instigating the ban municipally.
« I can tell you that since I have stopped using chemicals, my business has increased three–fold and the quality of work that I do has increased as well, » said [ Enviro–Maniac ] TODD MAJOR, a journeyman horticulturalist and owner of Tamscapes Design. « The type of work that I'm doing is better now that I'm not using poison. »

Sekora defended the call on senior governments for one major reason ― enforcement.
He argued that the city does not have the capacity to continually monitor pesticide complaints, and that poor enforcement could open the city up to lawsuits. Sekora maintains that a federal ban would remove the pesticides in question from store shelves entirely.
« How are you going to enforce this ? Who are you going to send out, and how long would it take you to go there ? Let's be realistic. It's impossible, » he said Monday.
[ Enviro–Maniac ] Councillor Selina Robinson tried to instigate a motion to have a community forum on the issue of banning pesticides in April, though that motion was defeated. At the time, and again on Monday, she cited numerous [ dubious Enviro–Maniac ] studies that have linked cosmetic pesticide use to various cancers, asthma and hormonal defects.
She also took issue with the claim that enforcement would be next to impossible.
« It's difficult to enforce speed limits, especially in school zones. It's difficult to enforce noise bylaws, building codes, parking regulations, smoking bylaws ... public policy is not always easy ― I get that. But a difficulty to enforce should never be a reason not to develop public policy. »

Change is a beautiful thing when it happens, and things are about to change in our province.
The provincial government has initiated an online consultation on potential statutory measures to protect the environment from cosmetic chemical pesticide use.
The new law is in response to the grassroots [ Environmental–Terror ] movement working across Canada to ban the use of poisonous cosmetic pesticides.
This online consultation is an open call to the public to have their say on what measures the new provincial law should include.
It is interesting to note that in the U.S., citizens are unable to obtain cosmetic pesticide bans in their local communities because the state government has jurisdiction over such issues. [ Good ! ]
[ Enviro–Maniac ] Colleagues of mine in the U.S. that are working on pesticide reduction [ Environmental–Terror ] strategies have told me they are envious of the Canadian model of municipal pesticide regulation, a fact that we should all be proud of and never take for granted.
You may ask why we should care about banning cosmetic pesticides.
For starters, support for a cosmetic ban in B.C. has been polled by Ipso–Reid at 76 per cent, a very large majority compared to public support for many other issues.

I am the first person to voice an opinion when government does something wrong or unfair, especially when we seem to have way too much government interference in our lives.
I also believe that we should give credit where credit is due when government does something beneficial for the community.

Many of us who are informed and work in the horticulture industry know that pesticides are poisons and are harmful to people, pets, the environment and especially our children; and we are worried our concerns are not being taken seriously by our government, as is the case in Coquitlam.

But Port Coquitlam seems to understand that cosmetic pesticide use is a serious health issue for its citizens and the environment, hence council’s decisive move to draft pesticide bylaw regulation. PoCo council is also not scared to implement bylaws that protect the health and safety of its citizens; case in point is the recently implemented bylaw regulating firearms sales. And generally speaking, Port Coquitlam does not abandon its responsibility on issues that are of multi–jurisdictional authority, such as firearm sales and pesticides.
By contrast the dinosaurs of Coquitlam chose to stick their heads in the sand and avoid altogether the issue of cosmetic pesticide use without so much as a single public consultation.
